Public Transportation is a necessary thing to have in an urban city, it provides residents with an inexpensive, relatively sustainable way of traveling. This specifically helps mobility for the following categories of people: senior citizens, handicapped persons, children, low income, and people who just don’t want to drive. Using alternative modes of transportation helps to avoid the parking struggle that is an often thing in Downtown cities all over the nation.

Prior to recent years, documentation and legitimate planning that was done in Detroit was very slim and uncommon due to how bankrupt Detroit is all the time. In 1978 the Bureau of Urban and Public Transportation and the Michigan Department of State Highways and Transportation released a Michigan Small Bus Program Management Handbook. The Handbook was created as a day-to-day manual of how all the operations and employees would run.
